Artifacts as threats
Think about how NPCs react to artifacts. Are they intrigued? Freaked out? Jealous? Does word of it spread to other towns? If the way people react to an artifact becomes a source of trouble, then write it up as a threat, a MacGuffin).
Likewise, if the artifact itself is a source of trouble, write it up as a threat, probably a magical entity or an affliction.
If the PCs want to destroy, disenchant, or seal away a dangerous artifact, then think about its tags, the established fiction, and what makes sense for your game. A fragile artifact should be easy to destroy; one that's indestructible should be much harder to un-make. But destroying either one like unleashing a hostile spirit or corrupting the nearby locale.
