Requirements

The requirements for each improvement vary from clear and obvious ("Impressing a band of Hillfolk") to the seemingly impossible ("Some method of making water flow uphill"). If the players don't know how to go about meeting such a requirement, Make a Plan with them.

The PCs can complete requirements for an improvement in whatever order makes sense; they don't have to go in order unless an improvement specifically says they do.

Some improvements require individuals with specific skills, like "an exceptional engineer/foreman" or "a veteran warrior, able to command a crowd." This might be a PC, or an NPC who already lives in Stonetop. Otherwise, they'll either need to recruit someone from abroad or wait for such a person to move to town.

When an improvement requires Surplus or other materiel, it's used up or otherwise committed to the improvement. The Palisade improvement requires "lots of timber… (Value 3)." You can't use that timber for other projects without dismantling some or all of the palisade!
