As a steading improvement

If the artifact could benefit the village of Stonetop as a whole, then write it up as a steading improvement. This is a good way to reflect resources (like a mine or a water source), improvements to the food supply (a new crop, weather magic, etc.), or other artifacts with far-reaching benefits.

Make a Plan with the PCs to establish the requirements, the ongoing costs (if any), and the benefits of completing it. See Steading improvements for more about improvements.
