As an arcanum

If you envision the artifact providing a lasting or reusable benefit, but only after the PCs spend time and effort unlocking it, then consider writing it up as a minor arcanum.

If you envision a magical artifact growing in power as a PC learns to use it, but also having serious, lasting consequences, and you're up for the challenge, then write it up as a major arcanum.
